Windows always restart startup


















I'm now stuck with this issue on my computer, can you help me fix it? I cannot stop the computer from continuously restarting. This is crazy and can anyone of you help me to stop this process? In reply to Winston M's post on February 10, After I apply the clean boot settings in safe mode and then restart the computer, it gets to the welcome screen and restarts. I also tried to do a fresh install of Windows on a spare HD, but still the same outcome, it restarts after it finishes loading files.

In reply to Winston M's post on February 12, I wasn't able to complete the fresh install because the install never finishes, it just restarts after loading the files. I backed up all my files to an external after this started happening and I was able to get into safe mode. No yellow exclamations in the device manager.
